The EBRD’s Policy Academy (“PA”) e-learning programme stands as an immersive learning initiative aimed at equipping stakeholders with comprehensive operational knowledge across investment and policy domains that are of strategic importance to the European Bank for Reconstruction and Development (“EBRD”).

Comprising a series of interactive learning modules, the PA offers a focused approach to addressing key challenges in the economies where the EBRD invests.

Project Beneficiaries: Nationals of EBRD shareholders.

Project Funder: The “TaiwanBusiness — EBRD Technical Cooperation Fund” (TWTC) of the EBRD. With a focus on sustainable resource management, knowledge economy advancement, lower carbon technologies, and SME development, this fund catalyses growth.

It fuels EBRD initiatives like Advice for Small Business and Women in Business programs, underscoring a commitment to innovation and empowerment.

Challenges

Content Transformation
To convert various content formats, such as case studies, academic lectures, recorded discussions, and reading materials, into training modules for an electronic platform.
Accessibility
To make sure that the content can adapt to different formats without causing any disruptions for an audience.
Integration
To combine different types of content sources into a single, cohesive learning experience.

Objectives

These objectives guided our efforts, resulting in the successful enhancement of the EBRD Policy Academy's e-courses and digital accessibility.

E-Module Development
Designing and implementing the EBRD Policy Academy e-modules.
Content Enhancement
Editing, tagging, re-packaging, multi-formatting, and repurposing existing EBRD Policy Academy content while securing intellectual property rights for all selected materials.
Knowledge Base Migration
Transferring internal seminar records to an externally-available electronic format as part of knowledge base migration.
Platform Management
Providing hosting, cybersecurity, ongoing results and IT maintenance
Text Editing
Translating and adapting all content to grammatically correct English, including proofreading for professional terminology.

Instructional Design
Objective:
Developing course plans for re-formatted e-modules based on existing EBRD Knowledge Management content for standalone modules and establishing an instructional design framework.
Approach:
Creating pedagogical and technical plans.
Format:
Documents, slides, proposals, texts, images, and videos.

Phase
Content Development
Objective:
Creating and designing content for e-modules and collaborating with another contracted entity to consult on the development of 2 modules centered around global innovation trends, totaling approximately 30 hours of video content and 21 presentations with accompanying notes.
Approach:
Generating new content from customer-provided video material, using simulators, and incorporating gamification elements.
Format:
Course syllabi, storyboards, content (assessments, quizzes, texts, images, videos, interactive elements), ready-made courseware in Open edX format.

Hosting and GDPR Compliance
Objective:
Establishing hosting infrastructure with a focus on data privacy compliance and seamless access.
Approach:
Engaging in all hosting tasks required for delivering user-facing content, and implementing an open-source cloud learning management system.
Format:
The platform with GDPR standards and 600+ active concurrent sessions as capacity.

Engagement and Monitoring
Objective:
Enhancing the learner experience through gamification, and detailed monitoring.
Approach:
Integrating the best educational principles of development and gamification strategies.
Format:
User-friendly interfaces, course certification, and analysis tools.

Ongoing Review and Project Conclusion
Objective:
Continuous review, project conclusion activities, and data archiving.
Approach:
Conducting tri-monthly hosting reviews to optimise the platform continuously. End-of-project activities included comprehensive close-out reporting and archiving of project data (if needed).
Format:
Status reports, data archiving, and summary reports.

Content Analysis and Quality Assessment
Objective:
Evaluating content quality using the “Kirkpatrick method” and module analysis.
Approach:
Implementing the Kirkpatrick model to assess content quality, which involves a four-level evaluation process: reaction, learning, behavior, and results.
Format:
Reports summarising content analysis and quality assessments.
