Raccoon Gang designed and developed e-learning modules for the EBRD Policy Academy (“PA”) — an immersive online learning program operated by the European Bank for Reconstruction and Development to equip government officials, investors, and policy professionals with operational knowledge across investment and policy domains. The project was funded by the Taiwan Business–EBRD Technical Cooperation Fund (TWTC) and delivered on an Open edX platform hosted on Microsoft Azure. Target audience: EBRD staff and thousands of external stakeholders — nationals of EBRD member countries across [38 countries of operations]. The live platform is accessible at EBRD Impact Academy.
The Customer
The EBRD’s Policy Academy (“PA”) e-learning programme, launched in 2022, stands as an immersive learning initiative aimed at equipping stakeholders with comprehensive operational knowledge across investment and policy domains that are of strategic importance to the European Bank for Reconstruction and Development (“EBRD”).
Comprising a series of interactive learning modules, the PA offers a focused approach to addressing key challenges in the economies where the EBRD invests.

Project Funder: The “TaiwanBusiness — EBRD Technical Cooperation Fund” (TWTC) of the EBRD. With a focus on sustainable resource management, knowledge economy advancement, lower carbon technologies, and SME development, this fund catalyses growth.
It fuels EBRD initiatives like Advice for Small Business and Women in Business programs, underscoring a commitment to innovation and empowerment.

1. Capacity Building. Increase the knowledge and skills of EBRD staff and external stakeholders in investment and policy domains through structured, on-demand e-learning content accessible across EBRD countries of operation.

Phase
Phase 1: Instructional Design
Objective:
Develop an instructional design framework and course architecture for the EBRD Policy Academy by converting existing Knowledge Management materials into structured standalone e-learning modules.
Approach:
Create pedagogical and technical blueprints, define learning objectives, structure content, and design assessment strategies before content production.
Format:
Instructional design documents, course plans, slides, proposals, texts, images, videos, and technical specifications.

Phase
Phase 2: Content Development
Objective:
Transform a 24-hour instructor-led seminar into an 8-hour self-paced online learning program that supports scalable knowledge transfer across investment and policy domains.
Approach:
Produce digital learning content from customer-provided materials, develop interactive learning experiences, and collaborate with project partners to create engaging Open edX courses.
Format:
84 instructional videos (4 hours 50 minutes of video content), 6 real-world case studies, 13 interactive exercises, 125 assessment questions, 1 scenario-based role-play, course syllabi, storyboards, subtitles, transcripts, downloadable resources, and fully developed Open edX courseware.

Phase 3: Hosting and GDPR Compliance
Objective:
Deploy a secure, scalable learning platform that provides reliable access while meeting GDPR requirements.
Approach:
Implement and configure an Open edX platform hosted on Microsoft Azure, establish secure infrastructure, and optimize the environment for learner access and platform performance.
Format:
GDPR-compliant Open edX platform hosted on Microsoft Azure with support for 600+ concurrent active sessions.

Phase 4: Learner Engagement and Monitoring
Objective:
Increase learner engagement and provide the EBRD with tools to monitor participation and learning outcomes.
Approach:
Incorporate gamification, interactive learning elements, learner progress tracking, course certification, and analytics into the learning experience.
Format:
Interactive learning activities, gamification features, learner dashboards, course certificates, and reporting tools.

Phase 5: Ongoing Review and Project Conclusion
Objective:
Maintain platform quality throughout the engagement and ensure a structured project handover.
Approach:
Conduct tri-monthly hosting reviews, optimize platform performance, prepare project documentation, complete close-out activities, and archive project data when required.
Format:
Hosting review reports, status reports, project documentation, summary reports, and archived project assets.

Phase 6: Content Analysis and Quality Assessment
Objective:
Evaluate the effectiveness of the learning program and identify opportunities for continuous improvement.
Approach:
Assess course quality using the Kirkpatrick Model, measuring learner reaction, knowledge acquisition, behavioral change, and learning outcomes.
Format:
Content evaluation reports, Kirkpatrick assessment results, quality analysis, and recommendations for future improvements.
